Summary

Moses explained the rules of vows and obligations to the heads of the Israelite tribes. He explained the importance of not breaking a pledge.

Thereafter, the tribes of Gad, Reuben and half the tribe of Manasseh asked permission to remain on the East side of the Jordan. Moses granted them permission as long as they agreed to join in the conquest of Canaan before returning home to their families. They agreed to do so.
